I am planning to build a gaming PC/HTPC after Intel Releases Haswell. I don't plan to overclock. I am planning to get the Antec 1200 V3 ATX case. Should I get a RAM cooling system?
No....DDR3 memory needs no cooling unless ya thinking LN2 for the CPU. In fact those tall, tooth heat sinks ya still see .... while that served a function w/ DDR2, they are just there to "look cool" nowadays.
Not necessary at all.
DDR3 runs cool enough that it does not even "need" heat sinks or heat spreaders are they are called for memory.
Now days they are more for appearance than anything else.
