Do I need reinstall windows for getting a new Motherboard, but keeping same CPU?

I currently have msi 760gma-p34(fx) motherboard, AMD fx 4300, and windows 8.1 64 bit operating system. I plan on upgrading my mother board to the MSI 970 GAMING ATX AM3+ Motherboard (I'm not 100% sure I'm getting this motherboard). I want to change motherboards because I have future plans on upgrading my cpu to the AMD fx 8350 and I heard the 8350 is not a good match with my current motherboard. How should I go about this change in motherboards? I'm pretty clueless on what I should do so any help would be much appreciated. Also please be as in depth as possible and don't underestimate my stupidity.

License for Windows OEM OS is tied to motherboard and not the CPU. A move from a AMD 760G Chipset motherboard to an AMD 970 Chipset motherboard is a major hardware change which requires a fresh install.

I have to buy windows again even though I'm keeping my same HDD?

I have no idea where or when you got your Windows OS. You might try calling Microsoft Licensing Activation Center to request an exception.
