Do I need to apply thermal paste for a boxed processor?

I'll be getting my Intel Core i5 4570 in a few weeks and since it is locked processor and can't be overclocked, the stock CPU cooler would be enough but I want to know whether the package comes with a thermal component tube and I need to manually apply it (or) the CPU cooler comes with the paste pre-applied(that kinda melts and sticks when the system gets heat for the first time).

The stock cooler doesn't need any thermal paste as it is already applied onto the heatsink

It will already be applied to the base of the cooler.
