Do i Need To Apply Thermal Paste

So, my old sony waio pc began to slow down in 2014. I tried to live with it but I couldn't. Because it was making loud noises like "hmmmmm".
It was going too hot too and sometimes just crashing.
Now I've found that I cant get my pc booted up. When I press the power button the power and charging lights are fine but the last one(probably the hdd light) does not get up! So I changed the hdd last year but the problem continued. So i thought it was a problem because of dust. So I searched in the net and found a good video for cleaning. So my real question is this: Is it okay if I clean my fan and dont apply a second thermal paste on the cpu.(And I am Going To Buy A New Pc 3 Months Later)

Ideally you should apply thermal paste, it is better for your CPU anyway. So I think it would be better to apply thermal paste rather than just leave it
