Do I need to buy a new OS?

I am pretty much completely redoing my computer. Im putting in a new motherboard, processor, and power supply and Im putting it all in a new case. Right now I have windows 10, 64 bit and was wondering If im going to need to buy a new OS or if my old one while transfer over even with the new parts.

That lets you link licence to Microsoft account and will let you move it to new PC

you may need to reinstall Win 10 on new PC depending on the parts you change but if you link email address first, you can move win 10 across.

You can download the Windows 10 media creation tool and use it to make a win 10 installer on USB, if you don't have it already. Best use latest version as it supports the swap.

When I start up the new computer for the first time, will it bring me to a black screen or my desktop? And what do I do from there, Plug in the usb?

That is a lottery as it depends how well win 10 copes with being on the new hardware. Win 10 may work fine and all you need do is install the new drivers, or it might just throw errors at you from the start.
It is why I said you may need to reinstall it as it may not work.

If it has errors and stuff, to boot off the USB you will need to change boot order in bios to USB first, hdd second and then do a clean install - see here: http://www.tenforums.com/tutorials/1950-windows-10-clean-install.html
