Do i need to buy Skyrim Legendary edition to add mods ?

Hello all i noticed that Skyrim is on a a sale for $4.99 for the standard edition and $13.49 for the legendary edition and i want to know do i have to buy the legendary edition to mod this game ? Or can i just buy the standard one and start downloading a few mods off the Steam Workshop ? I already have the legendary edition for my PS3 and i don't want to buy it again. Thanks !

you do not need to buy legendary to add mods. however, legendary comes with all of the DLC's that add to the storyline and would cost more separately. I suggest you get legendary just because of the amount of gameplay you can get out of it vs the standard edition.

To be more accurate, you don't need legendary to mod the game, but plenty of mods require you to have such DLCs to use them.
You could, for example, find yourself with a really nice dungeon pack that you can't add, because you need one or more of the DLCs.

When it's that cheap, I'd say go Legendary. Besides having an easier time with mods, as AMDAlex said you're getting extra storyline and some quite decent additional content, so it's not a loss.
Not that there isn't enough gameplay with the basic version, but it doesn't hurt having more, when you can get it for less ;)
