Did it come by default enabled? (Can't imagine a mainboard by default not enabling it)

you certainly do not want to disable any such basic processor features as boost/turbo capability (Precision Boost/XFR, etc) defaulted to on in the BIOS, and, disabling the turbo/boost feature is indeed a very quick way to take a 30% shave off your performance....

AMD Turbo-Core opportunistically increases the clock speed, and therefore performance, of your CPU, based on temperature and available power. It is enabled by default on all compatible motherboards.

What motherboard do you have? Need the Brand/Model and if you know would be helpful if you mention the chipset on the motherboard.

Where do i find the chipset?

Chipset isn't important in this case. What is important is Acer has set the TDP of the Ryzen 5 2500U to 15W and maximum SOC/APU temperature to 75C - these settings done by Acer will lower how often turbo speeds will be reached and for how long they can be held.
