[SOLVED] Do I need to Enable Ray Tracing on 2080 Ti? or is it automatically on?

I have Windows 10 and was wondering if I need to do anything to turn on Ray Tracing

You enable ray tracing in a game that supports it through the settings menus in-game; it is not something that you enable within the Operating System or at the Operating System level.
