Do I need to format my hard drive when I upgrade cpu/motherboard/ram?

Hey guys. I'm planning to upgrade my rig to replace the fx 9370 with a 2700x and I was wondering if it's necessary to format my hdd to get rid of old drivers. I have a WD 2TB hdd where I have steam games and apps in general while on the ssd I have my os. So what should I do? Thanks in advance.

As a blanket statement, that is incorrect.

With a full parts swap like that, a clean install of the OS is strongly recommended, often required.
With such a big change in platform you should plan to have to reinstall Windows. Sometimes it works with some effort removing old and installing new drivers and running a registry cleaner but in some cases you will still hit stability or performance issues. Personally I wouldn’t even bother trying to get it running, just go with a fresh install from the start.
