Do I need to install os & a CPU to use USBs properly on motherboard & case

Im building my first budget gaming pc and I have the motherboard, psu, & ram installed and the wiring double checked. I just need the os(windows 10) on USB flash drive, CPU(i3-6100, storage,& graphics card(rx460). I tested the usbs on the motherboard&case(USB x2 2.0 x2 3.0 but when I plugged in a mouse & keyboard it flashed the caps lock light and the mouse flashed it sensor and turned off. I also plugged in a phone charger and nothing even happens, but when I plugged in a USB to phone it took some adjusting and it worked with the lights& everything. I replugged the USB 2 and 3 wires back in and I checked them and it still has the same problem. Is it because I don't have a CPU, storage or OS. I JUST NEED AN ANSWER

Well the board will specifically not boot without a CPU, but in general you are just adding unneeded risk by testing things before you are 100%.


You mean testing the usbs Without the CPU or the other stuff I listed will maybe cause problems
