I would install all hardware before loading Windows 10 on any system. It should go through hardware detection as part of its install routine.
So, I'm trying to install Windows and it gets to copying windows files, getting files ready for installation, installing features, installing updates, finishing up. It stops getting files ready for installation at 1% and stops for a bit then said "Windows cannot install required files. The file may be corrupt or missing. Make sure all files are required for installation are available."

"with windows 10 cd"
I took to mean install from CD. in which case you will need the optical connected to read the disc the installer is on.

We're coming at the same phrase from different angles.

Given how rare it is for most drives to have optical drives these days, and how few people burn the Windows 10 ISO to DVD, I went the opposite direction in thinking it meant, "building a new PC that includes an optical drive."
