Question Do i need to intall an os on a new secondary hard drive?

I got a new hdd with me with nothing inside it, but when I downloaded steam, it doesnt do it, it gets stuck when its almost done

No. You don't need to install OS on a secondary drive (unless you want to).

New drive must be initialized, partitioned,formatted before you can use it. Did you do that?
Next - if you want steam to use your new drive, steam must be reconfigured appropriately. Did you do that?
