iam getting a UPS because of lots of brownouts in my area.
iam calculating my load wattage, i will plug everything on my desktop to the ups
EXCEPT - the router that will be plugged to the wall and the ethernet cable will be connected to my pc from the router

will my pc be safe from surges and brownouts if i leave my router plugged to the wall ?

There is NO WAY to definitively answer this. It would require knowing WAY MORE about the internals of your router than I (or anybody) would care to know. If it bothers you...

i dont loose connection during a brownnot and i dont care about loosing connection during a power outage or surge
lets just say i dont care about loosing my router

my question is clear -
do i need to connect my router to ups to save my pc from surges? or is it safe for my pc to leave the router connected to the wall instead of ups
