Do i need to reinstall windows

I am going to change my CPU and GPU next week I was wondering if my windows 10 needs a reinstall.

If the motherboard doesn't change then you shouldn't need to redo Windows. Do one change at a time, so that if you do have any side effects you will be better able to understand them. Update your BIOS to the latest revision BEFORE your CPU update. If you are swapping from AMD to NVIDIA (or vice-versa) make sure you uninstall the video driver and reboot to get back to the basic video driver BEFORE swapping cards.

do I need to update my bios because now I have a i5 4690 and i was planning the upgrade to a i7 4790k and the i5 4th gen works perfectly fine

I don't know, for sure. Your motherboard manufacturer will list the required BIOS version for each CPU. I just think that a CPU swap is a good time to do a BIOS upgrade to ensure maximum compatibility and stability.
