Question Do I need to replace my cpu liquid cooler?

The push-pull fan doesn't work on it so it doesn't provide adequate cooling for CPU,
Do I have to replace the CPU cooler or is there a way to get the push-pull effect working? It doesn't even vent practically anything at the end of the tower like it should.
Suggestions?

I can't remember the name of the cooler. It's a Cooler Master with a blue light and Cooler Master on it. Not really sure how to tell. It's older. Runs hot, doesn't cool like it should.

The first fan isn't working. Don't seem to be pulling air from the cooler either.

It's some sort of 120mm cooler master along side my gpu. it's a mid-tower case. Never took it apart.
 
What are your cpu temps like? Even with no airflow, it should offer some cooling. Not much, but a little. You could attempt to grab a good static pressure fan and replace the none working ones. You don't necessarily need push/pull, either or is sufficient.

But depending on the age of the cooler, it may be a better idea to just replace it.
