Question Do I need to replace my monitor?

My monitor is 4 years old. Today, the bottom three quarters of the screen started glitching and flickering. Now, a few hours later, the flickering has stopped, but there remains some interlacing issue, where every few lines, a horizontal line of pixels is shifted up by a few lines, giving a "ghost" effect. Is there a way to fix this?

It's definitely not a software issue because the effect is also present on the monitor startup screen.

Sounds like you need a monitor change.
4 years seems surprisingly short lifetime.

Consider buying a larger/higher resolution monitor of top quality.
It should be with you for a very long time.

No, I do not have another PC to test, but I am certain it is not the PC's fault

it could be your gpu so find a way to test both .
