Question Do i need to upgrade my cpu?

So i recently bought a Gigabyte AORUS GeForce GTX 1080 ti Xtreme Edition but i'm still using my old Intel Core i5-6600 with it. so i was hoping i would get atleast 60fps at 4k ultra settings in all the games but when i tried to play gta 5 and few others games with everything maxed out but i only got around 30-35 fps. is it supposed to be like this or is it that my cpu is outdated.

update: i ran some 3dmark benchmarks and compared the graphics score to see if my cpu was bottlenecking my gpu. so when i compared the graphics score with a better cpu running gtx 1080 ti there wasn't much difference.

Well GTA should not run at such low range.
You must check for these things first.
GPU utilisation range 80-100 or not?
CPU utilisation range 80-100 or not?
How Old is your PSU/SMPS?
Ram Configuration?

Not a CPU issue. It's your GPU. It craps out at 4k.
 
It’s probably about right for 4K ultra with a 1080Ti.

SMPS/PSU Needs to be upgraded.
It’s been 6 years might have lost a lot of capacity.
4K is too much. But you should be getting 40-50 FPS levels. Maybe more. That I am not sure about.
Use some GPU monitor to see if your gpu is even touching 100 percent.
I think PSU need to be changed.
