Hi,

I have:

Processor: Phenom X4 965 BE
Motherboard: MSI 760gm-p23 FX
RAM: Team Group Vulcan DDR3 1600 8GB (2x4GB)
PSU: OCZ ModXStream Pro 500W PSU

I bought used HIS R9 270X IceQ (http://hisdigitals.com/us/product2-774.shtml)

I connect every thing and two 6-pin connectors and computer dont't start. Bios give one pong signal and two short. Is that because of top wack PSU or graphics card is broken?

Solution
My money's on the PSU not being up to the job. The OCZ ModXStream Pro is built using cheap components, suggest you replace it with a more reliable brand, eg from Tier A or Tier B in this list:

Remove the GPU entirely just to see if the rig at least still powers on afterward...

As the R9-270X is used, this adds increased elements of risk /probability/possibility of simply having gotten a bad card.

You'll need either another rig that you can test the GPU in (free if you have a friend with a computer), or, another GPU to test in your rig, or, potentially a better PSU to sort out the culprit...

As you can see in the specs below, '500 watts or greater' is the minimum spec, so, even a partially aged/marginal PSU might no longer be up to snuff at supplying needed start up currents/voltages...

For now I dont't have option to test on other rig. I have old card GF GT 440 witch dont't have external power and everything is.working. PSU i bought 7 years ago or more. So it's possibile that is to old. And this 2x 6 pin connectors is from the same line 12V 18A.

So first I need to upgrade PSU, because i also think that PSU is problem. With out connnected 2x 6pin connectors computer starts normal with this GPU of course without display but starts and i dont't have aby errors.
