Question Do I need to upgrade Ram or CPU? (see screenshot)

I've monitored CPU and Ram usage for some minutes while intensively using my old Asus K52f. As you can see from the picture, RAM is always full and CPU has lots of spikes reaching 100%. Do you think upgrading RAM from 4GB to 8GB would produce any noticeable improvement, considering CPU is intensively used as well?

8 GB would be ideal , 4GB doesn't cut it nowdays:

But even if I upgrade my RAM to 8GB won't my CPU reach 100% anyway, leading to bad performance?

Of course, I don't care about the 100% spikes themselves, the problem is, my laptop slows down A LOT when CPU goes to 100%.

By the way, I'm running win 7 64 bit. During the observed period I was using Eclipse IDE while playing a YouTube video full-screen on Chrome, having Tomcat server and MySQL database running.
The spikes happen when I play/pause the YouTube video or when executing some Eclipse function.

So, if I do upgrade RAM, do you think CPU will still go to 100% but laptop won't slow down that much?

The processor is Intel Pentium CPU P6100 @ 2.00GHz. Video card is Intel HD Graphics. I've already upgraded HDD to SSD and noticed quite an improvement in performance.

What is the make and model of laptop?

You could theoretically upgrade to a better cpu also - Core™ i5 540M for example.
Your laptop supports cpu upgrades btw.
