No. Water cooling is, for the most part, unnecessary. It's only worthwhile for very aggressive overclocks. If you don't plan on overclocking anything, the stock cooler will be plenty to keep your CPU running as it should. If you do plan to overclock or for whatever reason want to lower the temps on your CPU (longevity or whatever), there are plenty of air-cooled heatsinks that do a great job. The Coolermaster Hyper 212 is a popular and cost-efficient choice. That's what I use on my 3570k, and with a modest 4.0 GHz overclock (18%, 0.6 Ghz increase), it stays around 65C even under full load in the summer heat. Noctua is one of the best, but the value ratio isn't as good. Tom's has quite a few air cooler reviews that are worth looking at, if you want to get a feel for noise, price, and performance. The only thing you should be mindful of is how much clearance your case will offer. Some large heatsinks won't fit in smaller cases.
