Do I need Win 10 for HDR support?

I'm using Win 8.1 and was wondering if it supports HDR or if I would need to switch to Win 10?

I'm looking at the LG27UK650-W which supports 4k, 60hz, HDR 10.

I'm running a 4770k and a GTX 980 (supports HDMI 2.0 according to Nvidia's site).

Is there anything else I would need to change/upgrade in order to watch 4k HDR videos?

Windows 7 doesn't have any support for it at the OS level, but it can be used in movies/games with limitations (example: You have to be in Exclusive Fullscreen). This was all GPU driver dependent though, and I'm not sure if the situation has changed in the past few months.
