Do mobo comes with preinstalled Windows?

I'm replacing my motherboard with a refurbished one really hard to find 1156 socket I did found one and it is a refurbished title I'm hoping that I don't need to spend more on Windows copy and stuff

Not sure about the question. You'd install Windows on a storage drive, not motherboard.

Your installed copy of Windows might need to be re-activated. This should go fine (assuming you are keep the PC other wise intact). Windows never comes with a motherboard (or any other hardware bit). Windows is installed on drives (either SSD or HD) not no motherboards.
