Do mointors and TV's override sleep settings?

I could of course Google this and if I'm not offered a solution, I will. I have power options set so that the monitor doesn't go to sleep. It still does. What am I doing wrong? It won't go to sleep if I have a page open or if my taskbar is displayed.

firefox on some pages does that on somee of my pcs, ignores the powersaving settings
