Do my RX 470 and my i5 2400 run well together?

Hello.
So recently i've upgraded from a gtx 750ti to an rx 470 and seen drastic changes fpswise.
It performs way better at the games i play but i think my cpu holds my gpu back.
There's no difference in fps if i put my settings at high or low in H1Z1 and CSGO (the games i play).
CSGO-130 lowest, 400 highest
H1Z1- sometimes i get down to 40 which is annoying but i play with 60+ most of the time.
Any help is appreciated.

Sapphire rx 470 4GB(factory oc)
i5-2400-stock cooler
8GB DDR3 G.Skill Ram 1333hz

H1Z1 is early access, I would not judge my system on an early access game, they aren't anywhere near optimized. CSGO does scale up a bit in performance with a better CPU. What I would do in your position depends on what kind of motherboard you have.

If you have a basic motherboard that isn't made with overclocking in mind, I'd try to find a deal on the i7 2600. Since you already have an i5 I don't think anything less would be worth it.

If you have an overclocking motherboard and a decent power supply and are willing to invest in a decent heatsink/fan for the CPU and are comfortable with overclocking, I'd look for either an unlocked i5 like the 2500k or unlocked i7 2600k.

Otherwise wait until you can afford a new motherboard/CPU/ram...
You have basically answered your own question. If there is no difference between low and high settings, then yes your CPU is the limiting factor. Every game is going to be different, some are more cpu intense and others gpu. H1Z1 is a very cpu intensive game, so your cpu is defiantly the bottleneck while you're playing.
 

I also forgot to mention.
What cpu would you recommend that would not bottleneck and 'rise my fps up' ?

Allright man .. i think you might be right about the cpu
I will definitely upgrade my cpu soon probably to an i7 2600 with a better cooler as you said.
