Do not have Permission

I have a problem that is very difficult to describe, I have no permission to do anything with my computer whatsoever

I can't move files or exe files around to diffirent locations, I can't run files, I cant take ownership of them, I can't run them as administrator

I can't install any new programs that might help solve it for I do not have permission to download anything

I have tried to open the properties settings of files to allow myself and all users full control of that paticular program or file or exe or folder but apparently... acording to my computer no users exist infact no administator or system even exists on the computer at all (acording to what it tells me, which ofcourse makes no sense)

I have no control over my computer or any of it's functions, I need help please

Restart in safe mode to see if you can access those files and reset your accounts, but if you can't you'll need to reformat and lose all files because it's likely a deeply rooted virus.

That did not work, some files I can access now, but they dont do anything, and now it claims many files are incorrectly named.

I dont know how it can be a virus when I haven't used the net in over a month, I've only been playing a few videogames using a program called steam, but steam slowly got more and more unresponsive and did "weird things" until it like a cancer spread till I eventually ended up with this problem here, of not being able to do anything with any of the computers other functions (like writing word documents, making folders or running clean up software ETC)
