do pcs draw maximum power during boot up??
i think pcs draw maximum power during boot up to test if the psu can handle the whole system at full load...if the psu can't handle full system load, the system won't post...right??

No, they draw the maximum power when you're stress-testing the CPU and GPU at the same time. Generally the GPU is idle during boot, and the CPU isn't being stressed much. Everything's waiting on the HDD.

It's pretty common for systems to post fine but for the PSU to crash the moment you open a game.
