Do RAM LEDs still light up if the stick is dead?

I'm getting a "C1" debug error code on my Gigabyte Gaming 7 MOBO. After looking up the error online it seems to be a memory issue but my RAM LEDs are light up when i try to boot my system. Could my stick be dead with lit LEDs?

RAM: Avexir DDR4 - 2400 8gb x 1

I can't find anything specific, its possible the led are powered separately to the ram sticks themselves.

The power that goes in the LEDs are completely separated from the memory part of the stick to avoid accidents. So the RAM may be dead but the power that goes in is still working.
