Do slot coolers really work?

Do PCI-slot coolers really work?

I might decide to buy a PCI slot cooler, the type that faces "up" and exhaust the air out.

Would this deprive the GPU of air to exhaust itself naturally if I install this underneath the GPU?

I've never used one myself but I would think they work better on cards that have coolers with an open design rather than closed.

I've used them before to cool open cards and my integrated NB (when it was OC'ed to 900). They work well and move a bit of air, however, the ones I used were pretty poor construction and somewhat loud.
