Actual legality? Almost certainly not.
If it is listed as a "picture"...then shame on you for not reading.

Terms of Service on fleabay? Maybe, but probably not.
Maybe, due to being deceiving. ebay can kick them out, just because they feel like it.

I called into ebay 2 weeks ago to complain about this, also flagged 20 ish ads. Apparently they are either short staffed (almost certainly) and or just DGAF. Regardless I doubt the sellers are keeping any money, giving full GPU specs on an ad for a pic wouldn't seem to be an accurate listing. More of a keyword spam if all they are selling is an 8.5X11 sheet of paper.

It’s clearly not getting scalpers or bots, because do you really think either, are buying from ebay, to then sell on ebay? 🧐.

It is a complete scam, that takes money off people not aware of the scam.

Whole situation is frustrating..
You cant buy new or old gpu for normal price.
you cant even buy ps5/xbox-x..
So sad and frustrating
