every decent CPU cooler on the market comes with pre-applied thermal paste or a tube of it. No reason to ever buy more unless you run out or need to re-install (if its pre-applied).
Thermal paste doesn't cost a fortune and it's nice when you have a little bit extra than coming short when re-install is needed.
Cryorig and Noctua include a tube with enough to install multiple times, Coolermasters have it pre-installed. With a modicum of preparedness you will never need it more than once for the initial install. So spending even $5 on a tube before the initial build, is a waste of $5.
Though, you might want to get some thermal paste for mounting your CPU cooler and a CD/DVD reader to install OS (unless you use flash drive to do that).

The H7 comes with a tube with enough to install it 4 or 5 times if you needed to for some reason.
