Do VGA cables go into Graphics Card?

If the answer is "yes", is it normal that I have 2 (1x2) pins that won't be connected into the video card and will be left out?

If your monitor only supports VGA then yes you have it right.
Don't use the power cables that came with the video card use the ones from the power supply.
The VGA cable is the old style monitor cables.
The power cables you are asking about are called PCI-E cables. Which are 6+2 pin variety.
Use the power cables marked VGA from the power supply to the Video Card. And yes the +2 part can be left hanging out without a problem. It is designed to work like that.
