Do you have to worry about ESD when touching the case?

So I am building a PC and I'm am an ESD freak. I worry a lot about my parts being fried. But you might think why I don't get a wristband, I wouldn't be building all of the time and it would make no sense. The real question is although ; should I worry about just setting my case on a carpet floor?
 
When the case has a power supply connected, and power cable to the wall, the case is grounded - meaning you can discharge any static electricity to the case by touching it. Before touching any exposed components (i.e. mobo, RAM, CPU, GPU, HDD, SSD, etc....), touch the case, then touch the component.

It is best to build a computer on a hard suface floor (i.e. ceramic tile, wood floors, linoleum, etc - anything other than carpet if possible). It is also recommended to build the computer on a table of some kind instead of laying it on the ground.
