Well, a new MOBO and stuff to go with the new CPU.

yes you need to re install os if you are using a different motherboard, if you try to boot with the current os with the new hardware windows will hang while loading because of conflict in drivers installed and ur new hardware

Well... technically you might get away with it if you boot up in safe mode - remove all 'non compatible stuff' and reinstall the 'new' drivers from mobo etc.
I'm not recommending it though, as you MIGHT have some stuff that never uninstalls completly etc.

Basically: it's better to do a clean install.. yes.
