SLI is dead, get a single powerful card

It's not worth it. SLI is pretty much dead at this point and unless there is a game or application that can specifically take advantage of it in a meaningful way usually you will get almost no performance boost. Hell in many cases the performance is actually worse with SLI enabled.

The first question is somewhat, depending on the game.

The second answer is a hard no. Multi-GPU solutions are essentially dead in 2020. Support has evaporated so while there are games in which you'll get a 40-50% boost in FPS with a second GTX 1080, there are many in which the gain will be minimal, zero, and on some occasions, actually worse.
