Do you recommend using zip ties for a custom built PC? (for the cables) + what tools do I need for building a PC?

I would say twist ties, they are easier to manage but less sturdy, if habitually open up your case for whatever reason and like to mess around with the innards of your system then twist ties are more for you.

Zip ties are good for cable management. The only other things you may need are screws and standoffs. These usually come along with the computer case and some motherboards as long as they are bought when they are new and not secondhand. As long as they come with the case then perfect. If not with the motherboard then no problem. Just make sure to buy a new case and not secondhand ones.
 
I've stopped using zip ties except in a few places I know I will not need to move the cables ever (24pin and 8 pin ATX only really), all of the rest I use twist ties since I find I am often cleaning my fans or moving hardware or... and twist ties are just that much easier
