I've been away from CS for a while and haven't played Steam yet. I have
already d/l the Steam program, but cannot finish installation because I need
a CD-KEY.

Do you still need the actual disc in the CD-ROM drive to play?

Nope, you need a valid CD key which hasn't been used by anyone else to play
a game on steam.
