I honestly don't even remember exactly what mods I had in skyrim but I know really nice hd textures, a toooon of magic mods and a few overhauls, i basically had the game looking amazing and with a ton of extra content and never even lagged a little even with mass explosions going on. Also in Fallout NV I did something pretty similar, and I remember for that the texture mod I had was like 4gigs lol and never had a problem with that either.

In Skyrim, the most dangerous mods, which eat up performance are those ENB mods.
If you combine certain ENB mods with certain HD/2k textures, wham! even GTX970 screams and under certain conditions the VRAM usage could go beyond 3.1GB. If the VRAM goes beyond 3.1GB, Skyrim will CTD very often regardless of how much VRAM you actually have.
I stopped playing Skyrim for about 1 year and I have already forgotten what the mods were.

Magic mods, movement mods, armor/weapon mods, nudity mods, quest mods, home mods, etc. are usually harmless unless they are extremely heavily scripted.

It should be okay for 1080p and medium graphic settings. It uses an updated version of the Creation Engine used in Skyrim.

Have you played Skyrim with your rig? If so then you should have a decent idea. Fallout 4 will likely run at slightly lower FPS simply due to the fact that newer games tend to use effects that are more demanding compared to older games.

Skyrim fully modded to the brims is today like already pushing the game engine to do things far beyond of it's original foreseen ability and that could lead to those crazy resource usages and instabilities. Even the 3-1GB VRAM limit was already hit.
FallOut4 should be based on newer and better engine (even using Skyrim's engine, it should come more optimized, etc.), perhaps it will relatively run better than Skyrim if you mod it.
The basis performance should be higher tho' since newer games tend to be that way anyhow.
But, like the others mentioned, I think you should be able to run FO4.
Mods on FO4 are again another story however.
I just already can not wait to get my hands on FO4. :D
