Question Do you think the issues with the 7800x3d will mostly resolved in a month?

Probably. Anything outside of Asus, you should be fine as the BIOS updates are rolling out.

I've built several computers using Gigabyte and never had issues, so I was gonna go with the X670 Elite AX.

The bugs keep getting worse for AMD's AM5 platform.

It might be a few months before it's all sorted out. In the meantime, you can do one of the following:

1. Wait until it does get sorted out, or simply buy Intel
2. Buy when you want, and just don't overclock it

Then you're good to go. The problems are all on the overclocking side, not the stock side.

It may be harder to not overclock.
If you load optimized defaults, that may result in an overclock.
That is not bad so long as it is done properly.

June is a long way off.
Perhaps there is no need to make such decisions now.

The problems are resolved now. I updated my BIOS on 4/28 and haven't had any more problems... EXPO is enabled.

If you are gonna run scared and leave all the performance on the table by not running EXPO you might as well build with Intel parts.
