DOA mobo advice

I'm in the process of building a PC for a friend and I think that the motherboard is DOA for several reasons but I'm looking for a second opinion.
1. The PSU powers on fine with the paperclip test and has no issues
2. The motherboard won't post and will spin the drives, fans and GPU fans before the PC turns off and then turns back on again repeatedly but won't post
3.I've reseated the ram and tried with a single ram dimm and it made no difference
4. The CPU fans are plugged in and the stock cooler was used to make sure the water cooler wasn't the fault
5. I tested the motherboard out the case on a non static surface to make sure the case wasn't shorting the motherboard and it still power cycled

Am I missing anything or is it DOA? Any advice would be greatly appreciated
(It was also built on a nonstatic surface and I was attached to a grounded anti static band the whole time while building)
 


What are the parts? If your PC's CPU has graphics try unplugging the GPU. Have you tried a different display output? Just wondering if the GPU is bad.
