DOA which part?

I just built a pc on sunday all parts in the right places and I tried turning it on today nothing. No sounds or anything. I tested the PSU and it is working but when I plug the 24 pin into the motherboard nothing happens at all. The motherboard is a Gigabyte 97A-DS3P. Could it be the motherboard? Or is there the possibility that it's another part? This is my first build. How can I test parts to be sure?
 
Nothing happens on startup I saw a video on how to test if the power supply was working by placing a paperclip into certain parts of the 24 pin cable(Is that the EPS12v?) when I tried that and turned it on the PSU worked and all fans were on.

The ESP12v(assuming it's the 24 pin one) is connected close to the CPU. The 4pin connector is also there. All cables that were shown in the video were placed in the right places. There is one cable that wasn't pluged in which by googled images is the 4-pin peripheral power cable (molex)
 


I am sure each wire is in the right place I went through the trouble shoot checking all the things I could and no mistakes were found. I am pretty sure it's something that's dead but I don't know what would a not dead motherboard do anything if other parts were dead (not including power supply that is working)?
 
Testing requires following ALL the instructions in FAQ

Or having very expensive testing equipment and knowing how to use it

Or a stock of spare parts to substitute for suspect parts especially psu
PCI graphics card, ram various ( DDR,DDR-2 & DDR-3)

Multimeter (voltmeter)
Spare switch , spare pietso electric sounder or speaker
Motherboards ( starts getting expensive if new )

Read up FAQ on bread boarding with integrated graphics only
Reset CMOS
Check CPU is supported model
Prepare to startup using motherboard with only
Psu CPU + heat sink & fan + RAM connected

Find pins for switch and touch with end of small screwdriver

Report back after doing this test

I have no other parts this is my first PC build the last proper desktop PC I had was way back in 2006 around then. I tested the PSU with a paperclip.
One last question I heard somewhere that if the motherboard was working it should turn on and say on screen what part isn't working is that true? And what do you guys think is it most likely my motherboard that is not working? There are no lights or anything on it.
