Question does “It restarts when it enters the desktop” causes by the motherboard?

I Want to buy this motherboard on ebay because it is a good motherboard and has good price.
but the seller has note that :“It restarts when it enters the desktop”
i think it is causes by the psu or the software or the cpu fan.
does “It restarts when it enters the desktop” causes by the motherboard?
and can i buy it?

Look at other auctions of this seller. Looks like he is selling faulty stuff. I would rather avoid this types of auctions.

That could be caused by various reason. You could buy it and hope it's nothing but I would simply avoid it and save the hassle
