Does a 2.4ghz yagi suppose to be short circuit

But its short circuit between shield and center and multimeter shows 0.2 ohms between them is it normal or should I rewire it? currently its working but it doesn't appear to do any better than regular 3dbi antenna
 
It depends on the design of the driven element, but a short at DC is probably OK.

It should have about 4x the range as a 3 dBi antenna. Remember, it is highly directional, so it will help in one direction and hurt in all other directions. It is also strongly polarized, so the orientation needs to match the client.

How are you testing it?

I don't have any proper method to test, currently its connected to my PC and I'm pointing this antenna directly to my router and checking signal strength with wifi analyzer (win10 app) so it shows almost the same strength as default 3dbi antenna that came with wifi pci card

Probably it's not 16dbi but let's suppose it's 6dbi will it cover 150meter distance with direct line of sight?
