[SOLVED] Does a 4k wallpaper on a 1080p monitor slow down pc?

So i got a 4k wallpaper and i heard that using 4k wallpaper on a 1080p monitor decreases the performance is this true?

If it's a picture and not a program then I would be very surprised if your PC is slowed down by it.

EDIT: Technically, it is slowed down by it as it does take more work for the GPU when compared to a smaller resolution, but it would be hardly noticable (probably not noticable) in any PC made in the last 10+years.
