Does a cheap workstation motherboard affect gaming performance ?

I have question . So i have a hp Z220 worksation with an i7-2600 and i was thinking about jamming in a GTX 1060 3GB which is compatible because i tried it . This worksation has an intel c216 chipset and i was wondering if the motherboard affects the gaming performance at all (fps drops) or anything like that . I know it will be next to impossible if think about upgrading or OC but i need to know if it affects performance ?

The fact that it is a workstation board won't matter. Cheap will, however. But the board they put in that machine should be perfectly fine for using the GTX 1060. I have a GTX 1060 3GB in my Dell Workstation from the LGA 1366 era. The Xeon W3670 manages to allow the GTX 1060 to reach 100% usage in games. So your i7-2600 should do even better.

So how many fps can i get on 1080p ultra settings ? (GTA V for example ) And how many do you get ?

That I can't answer because I don't have your setup or your game. But I can run Doom (Vulkan) @ 1080p Ultra settings with framerates between 80-130 fps utilizing all 6 cores/12 threads at near 100% usage.
Hitman does 62-79fps, max settings. Metro LL averages 46 fps using max settings.
