if you are asking if the stock cooler will work? yes it will at stock speeds a stock cooler is fine. it may be loud, but it will cool the chip.
will the stock cooler work for overclocking, not really, not much overclocking anyway.
aftermarket coolers can cool better than stock coolers, better cooling means the fans run slower and the unit is quieter.
the better cooling and/or silent operation are reasons why people buy aftermarket coolers.

start with stock. you can change the cooler later at any time if you choose to overclock the chip later or if you cannot live with the noise.

Solution
If your chosen CPU does not include a cooler with it, you WILL have to buy one, period. For a system that will be run at stock speeds, there is no need to spend a lot of money on it; only extreme overclocking requires the more expensive cooler models. My current recommendation is the Gammax-400, which is sufficient to allow overclocking, but is near-silent at stock.
