Does a faulty monitor damage a video card?

I have this monitor and sometimes it goes blank during windows boot up and the only way that I could make it work is to unplug and replug the power cable. After that everything works fine. The only problem is sometimes I would hear a static sound in my headset whenever I replug the monitor's power cable. Which means there is an electric current flowing more the monitor to the PC.

So does this damage a video card or not?

I highly doubt it will damage the video card. It sounds like you might have a problem with your wall outlet maybe a open ground that is not agreeing with your monitor. Or the monitor could be about ready to die.
