Does a game on PC need to be on Ultra settings to look better than games on PS4?

The reason i am using PS4 for an example is due to it having a more powerful GPU, it is a fact. I do not like either though. But the main question is do you need to play games on PC on Ultra settings to have them look better than PS4? For example say you are playing Battlefield 4 on PS4 than you go to play it on you gaming PC and you play it on "High" settings, won't it look worse than PS4 if it is not on "Ultra"? I know you can not change the Graphic settings but doesn't PS4 play its games on Ultra?

Solution
For a simple answer, No. The games for PS4 are optimized for its hardware specs. Games for PC are optimized for every hardware specs in that generation of hardware...sorry for that lack of wording lol. so since you have MSI r9 280, you can play on high settings, but some of the things you enable might drop your FPS...and thats when you would disable that setting.

On the side note, your current PC can play at true 1080P, PS4 cannot still play at native 1080P. thats why games look "really good" on the PS4, since it cannot play at native 1080P for all the games. the higher resolution you have, the more power full system you need.

Consoles don't play their games on "high" or "ultra", they play their games on "optimized". Some areas may have textures from the "ultra" setting while others may have some textures from "medium" because that spot results in a big performance hit and you won't notice the lower resolution texture there. If you put them side by side you would notice visual difference, but not necessarily the same visual differences you pick out by changing the settings on the PC, consoles have fixed hardware so their games play by a different set of rules.

Wow so is it possible to do that on PC like optimize a game to run better for PC? Also do you think my build will be better than the PS4? I am only doing this build to be able to play RealVision ENB mod for SKyrim lol

There is an option for that for Nvidia card using Geforce Experience. It optimizes the games settings for you, so you can enjoy smooth gaming experience. I dont know if AMD has that option though.

Your build is already better than the PS4, you have a Quad core Intel CPU, a pretty decent GPU.

There is a way to optimize it for a PC, but only one PC hardware configuration and it has to be done when it is built. Basically consoles get to skip a lot of abstraction layers like drivers and make straight hardware calls since they know exactly what hardware they have, with a PC you have different messages that would have to be sent for an AMD or Intel CPU, and different messages for each family of GPUs from AMD and nVidia so its just not feasible for PC games, there are an infinite number of hardware combinations, its just not worth it which is why if you have identical specs to a console the console will always perform better.

Wow thats crazy man, it seems like to much work lol. Do you think my build will do me good for a couple years? I will be getting an MSI R9-290X later on in 4-5 years or if they come out with something better in that price range. Will my CPU and R9-280 do me ok and it may not play everything on Ultra but will it still play the games better htan PS4 would?
