The Cryorig C7 is a good choice if you're worried about CPU cooler height.
Case fans are a different story, the higher the RPM the louder they are, and the smaller they are, the louder they are.
Also a 90mm fan is not a 92mm fan. They won't fit in the same screw holes, so you need to get a 92 mm fan if you want to replace a 92mm fan.
Typically what you want to look for in a good case fan is Airflow and low DBM.
Noctua makes the best fans typically, their color scheme leaves something to be desired, but you get over it when you see the care they put into the products. They're prices are kinda high as well, but are definitely worth it if you want a quality fan that cools well and is quiet...
