Does a high RPM CPU fan require anything?

I'm looking at the 2000 RPM Cooler Master SickleFlow 120 over my stock fans from my HP H8-1534 Stock pre-built shit PC, can I just slap it on and it will work no problem? Or do I need to upgrade other parts to support the fan like the PSU?

no the power draw will differ for 1-2W at best
just be aware that your board has a standard mounting and your case is not limiting the space the cooler needs

Are you replace the fan that covers the CPU or a fan somewhere else on the case?

120mm fan may be too large to replace a CPU fan, and is definitely too large to replace a stock CPU cooler fan (which is probably what you have).

Yeah, I'm looking to replace both the CPU cooler and the case fan. The current case fan I have right now is the https://www.amazon.com/Dell-Foxconn-PVA092G12H-3-wire-3-Pin/dp/B00IK8KL80 which is 92mm so I probably don't have the room for the Cooler Master. Instead I'm looking at the http://www.newegg.com/Product/Product.aspx?Item=N82E16835150031&ignorebbr=1 to replace it.

As for the CPU cooler I'm not sure what model it is but it looks like this http://i.imgur.com/FRZ0ld9.jpg . And the fan on it is the exact same fan as my case fan, the Foxconn PVA092G12H, is that normal? Could I replace the CPU Cooler with this http://www.newegg.com/Product/Product.aspx?Item=N82E16835103065&ignorebbr=1 ?

The Cryorig C7 is a good choice if you're worried about CPU cooler height.

Case fans are a different story, the higher the RPM the louder they are, and the smaller they are, the louder they are.

Also a 90mm fan is not a 92mm fan. They won't fit in the same screw holes, so you need to get a 92 mm fan if you want to replace a 92mm fan.

Typically what you want to look for in a good case fan is Airflow and low DBM.
Noctua makes the best fans typically, their color scheme leaves something to be desired, but you get over it when you see the care they put into the products. They're prices are kinda high as well, but are definitely worth it if you want a quality fan that cools well and is quiet.
