does a new psu need some time to work after plugging in...?

ok...so i received my ordered corsair vs550W today....
i installed it....but it doesn't seem to be giving any power to anything...[when i plug my old psu everything everything works fine]
i am returning it for a replacement....

my qts is: does a new psu need some time to work after plugging in...?
i read on some blog that sometimes a new psu needs time after plugging in to charge its cmos batteries?
is this true????

No, that is not true, the CMOS battery should be charged all the time. Unless the CMOS battery is dead it should start up instantly and even if the CMOS battery is dead it should start up instantly, just require you to set the time.
