Does a pc need power to cpu to use rgb lights

I have moved my old system to a new case that has rgb for no other reason that it looks cool
My cpu power isn't connected because the cable is to short and I have already ordered an extention
My question is can the pc turn on without cpu connected?
Just to run some rgb

Because when I press my reset button the lights turn on for a second then turn off and it does this till I unplug it. The power butting doesn't work

So you want to just test your RGB without connecting CPU, right? I hadn't tried this thing yet but I am pretty sure that it won't.
